According to analysis from idealista, of the 25 cheapest municipalities to buy a house in Portugal, Penamacor, in the Castelo Branco district, ranks first. Homeowners in this municipality asked, on average, €464 per square metre (€/m2) in the second quarter of 2025, making this the cheapest benchmark in the country for buying a home.
The ranking of the five municipalities with the cheapest homes for sale is completed by:
- Penacova, in the district of Coimbra (€488/m2);
- Sabugal, in Guarda (€488/m2);
- Miranda do Corvo, in Coimbra (€513/m2);
- Pampilhosa da Serra, in Coimbra (€513/m2).
There are also 10 other municipalities with home prices equal to or less than €650/m2, meaning a 100-square-metre home can be purchased for €65,000 or less. These are: Melgaço, in Viana do Castelo (€524/m2); Crato, in Portalegre (€532/m2); Vouzela, in Viseu (€600/m2); Gouveia, in Guarda (€605/m2); Santa Comba Dão, in Viseu (€609/m2); Idanha-a-Nova, in Castelo Branco (€622/m2); Fronteira, in Portalegre (€643/m2); Sever do Vouga, in Aveiro (€648/m2); Paredes de Coura, in Viana do Castelo (€650/m2); and Mogadouro, in Bragança (€650/m2).
The ranking of the 25 cheapest municipalities to buy a house continues with Alcanena, in Santarém (€660/m2); Tábua, in Coimbra (€675/m2); Seia, in Guarda (€679/m2); Penela, in Coimbra (€701/m2); Nelas, in Viseu (€706/m2); Arganil, in Coimbra (712 euros/m2); Campo Maior, in Portalegre (718 euros/m2); Montalegre, in Vila Real (727 euros/m2); and Fundão, in Castelo Branco (730 euros/m2).
Last in the ranking is the municipality of Chamusca, in Santarém, with a price per square metre of 736 euros in the second quarter of 2025.
And the most expensive…
The analysis conducted by idealista also identified the five most exclusive locations to buy a house in Portugal. Lisbon tops the list, with a price per square metre of 5,769 euros, making it the most expensive in the country. Next are Cascais (5,334 euros/m2), Grândola (4,654 euros/m2), Loulé (4,370 euros/m2), and Oeiras (4,276 euros/m2).
Let's state for starters Idealista is complete crap. Most of the listings are either ghost listings or expired/sold. This is done for agents to get contacts and try to turn their other listings. Portugal does not have anything like MLS nor it's guidelines or rules - a giant free for all secretive charlie fox.
Buying agents, unless scouring other agency listings will only offer what their own agency is selling - if they can be arsed to answer emails.

Portugal has the price of housing so high that it's starting to create problems for the people that make the country run. In the Algarve the average wage is around 1000€/month or lower, and in Faro for instance, a T1 as a rent of 900€/month, this is creating problems for the locals. Maybe it's about time to implement the laws of Denmark, and only allow houses to be sold for the locals and the people that are working and paying taxes and social security in the country. Check the prices of the houses being sold on the real state agencies, and ask yourselves if you had 1000€/month would the bank give you a credit to buy one of those houses?
The Algarve, Lisbon and other places have problems getting medics, nurses and teachers there because of housing.
